General Session

How Criminals Use New Technologies and Victimization through Technology
The session will address current criminal uses of technology and present case examples and investigation tips. The panel will discuss how people become victims through the misuse of cell phones, blogging, e-mail, etc.

Correctional Technologies/Data Mining and Tools
This session will address the following. Inmate telephone calls contain much information that is of great value to correctional intelligence analysts. Gang members and drug dealers routinely use telephone calls to continue their illegal activities while incarcerated. Yet inmate telephone calls continue to be underutilized as a source of criminal intelligence. For instance, a 1999 Office of the Inspector General report found that less than 4 percent of all inmate telephone calls within the Bureau of Prisons are ever monitored. This workshop outlines ongoing research that utilizes state-of-the-art speech recognition, audio mining, and topic detection algorithms to automatically monitor inmate telephone calls and identify those that may contain evidence of criminal or illegal activity. The resulting system allows correctional investigators to search through tens of thousands of inmate telephone calls within seconds and quickly navigate to those conversations that contain certain topics, phrases, or gang slang.

Information Sharing and Fusion Centers
This session will provide an overview of information sharing/fusion center concepts and how they are being implemented at the federal, state, and local levels.

Communication Technology
This session will focus on the progress to date in the build out and implementation of the Commonwealth of Pennsylvania's 800 MHz radio system. The technology behind the system will be discussed as well as the state's plans for state agency interoperability, as well as the plans and status of interoperability initiatives between the state and counties.

New and Innovative Technologies
During this session panelists will discuss law enforcement's usage of new and innovative technologies, such as vehicle license plate readers, open-source software usage, gunshot detection, and the FBI N¬Dex systems.

Pedophiles on the Internet: Investigation to Incarceration
A case study of an Internet sting operation will be discussed, from investigation through prosecution.

Computer Mapping
This session will discuss various computer mapping applications.

Technologies for Tracking Offenders
This session will provide a national, state, and local perspective relative to the supervision and treatment of offenders under community supervision.

Law Enforcement Technologies
The session will discuss various offender processing technologies and their value in solving crimes. Performance Measurement
Measuring the performance of justice and public safety initiatives is a critical element in managing effective operations and demonstrating the value of programs and initiatives. This session will feature discussion and demonstration of effective performance measurement strategies for justice agencies.
Financial Crimes through Technology
This session will discuss how technology assists with financial crime investigations.

Computer Forensics
This session will discuss techniques in examining computers in criminal investigations.

Information Sharing Efforts 
This session will offer an overview and exploration of justice and public safety information-sharing initiatives which are presently underway at local, state, and national levels. The session will feature discussions of JNet, the County Justice and Public Safety Information Sharing Initiative in Pennsylvania, and national initiatives for justice, public safety, and intelligence sharing.

Prosecution of Internet Crimes
Prosecuting attorneys at the county and federal level will discuss how the prosecution of Internet crimes progress.

Biometrics DNA Forensics and Prosecuting 
The panel will discuss the importance of forensic science for solving crimes.
